Of course!!!: Condoms can help prevent pregnancy and STDs by forming a barrier between one's genital skin amd their partner's skin.  But they obviously dont work if they break.  If not used properly, or broken, xondoms wont help protect you from getting an std.

Need more info: what kind of condom?  Latex condoms are protective if there are no holes in the condom. Sheep skin condoms are good protection from bacteria and pregnancy but not good for virus protection like HPV, Herpes, and HIV.

Yes: If he carries STD's like gonorrhea and others licking his genitals exposes you to those germs. The likelihood of transfer is increased with duration of exposure and amount of germs present. The exposure you describe seems unlikely to pass an infection but there is always risk with sexual contact.

: You cannot acquire a genital (vaginal) STD by oral sex. STDs do not travel though the body to distant sites. Oral STDs rarely cause symptoms at all. If you think your partner was a high risk for being infected, see a doctor for a throat swab to check for gonorrhea. Other STDs are very unlikely from oral sex and testing probably not necessary.
