Rogaine, (minoxidil) Propecia: The only two hair growth products currently on the market with real clinical data to support their use are rogaine (minoxidil) (topical) and Propecia (oral). They work by different mechanisms, so I have my patients use both. Rogaine (minoxidil) is otc, Propecia requires a prescription. The downside is that insurance seldom pays for either one; but Propecia is about to go generic, which should lower the price.

Conditioner: Conditioner and avoidance of damage, i.e. Excessive sun, heat thru hair dryer, over treating your hair will all help. There are also some shampoos specifically designed to reduce frizz such as acai ant-frizz shampoo.

Hair growth: Hair follows a specific growth cycle with three distinct and concurrent phases: anagen, catagen, and telogen phases. Each phase has specific characteristics that determine the length of the hair. All three phases occur simultaneously; one strand of hair may be in the anagen phase, while another is in the telogen phase.

Probably: Superficial cuts on the scalp should not damage any of the hair follicles which would cause the hair to stop growing.  If the cut is deep to the second layer of skin (dermis), it is possible that the hair follicle is damaged and will not generate hair growth.
