No: During pregnancy, melanin production increases which may produce darkening of the skin, including stretch marks. Melanin production is responsible for the "mask" of pregnancy that occurs in some women.

Stretch marks: Any kind of stretch marks are breaks in the skin supporting tissue, and are not removable, even surgically, since cutting them out will leave a scar worse than the stretch marks.

Scars: Hi
Stretch marks are similar to scars and don't go away easily. There are no lotions or balms that will make them go away. Sometimes these can be removed surgically, although not completely because we can surgically remove a large scar but there will always be a small scar left over from the incision used to cut the scar out.

Yes: If you have gained weight recently, what you described are likely to be stretch marks.
Wish you good health! - Have a diet rich in fresh vegetables, fruits, whole grains, milk and milk products, nuts, beans, legumes, lentils and small amounts of lean meats. Avoid saturated fats. Drink enough water daily, so that your urine is mostly colorless. Exercise at least 150 minutes/week and increase the intensity of exercise gradually. Do not use tobacco, alcohol, weed or street drugs in any form. 
Practice safe sex, if you have sex. 
Get HPV vaccine

: See your primary care provider for a dermatology referral and potential biopsy.  Skin lesions in sun exposed areas like your leg need confirmation of the types of tissue involved in the patches.

Don't work: Although some lasers and or retinoids may help red or dark striae respectively, the remaining agents are generally a lot of hype and most of these will improve with time. There are no proven ways to remove them.

Calm and Think: There are several different ways to address your skin condition. You will first need to love and respect your body to be able to take care of it. Topical creams specifically those consisting of moisturizing or keratolytic treatments, including: urea, lactic acid, glycolic acid, salicylic acid, tretinoin, Vitamin D etc are used. You can also do laser treatment. Please see a dermatologist.

Ruptured vein?: Your spots seem to result from ruptured blood vessels under the skin. Have you had any recent bruising or trauma from athletic activities, or from clothing rubbing? Though unlikely to be a health risk, your medical provider should be able to confirm the diagnosis.
