Need more info: If you are sexually active you need to be tested. Otherwise what looks like a pimple, probably is and would be mildly tender. It would also more likely be adjacent to the anus as opposed to right on it and would erupt and resolve over a week or two. If it's nontender and solid its more likely a wart such as HPV. See a doc if its there longer than a month. Warm compresses or sitz baths would help.

White anal pimple: May be a small follicullitis.  Would consider initially topical antibiotics like mupirocin but  if increases will need system antibiotics. Also moniter for pilonidal cysts. f/u/ w/ doc

Itch: If you have itchy skin it does not mean you will have some type of visible rash. If it continues, have a doctor take a look to see what it is. Make sure your clothing or the toilet paper is not irritating you skin.

Many things: Your sensation of movement is concerning and raises the question of parasites. This is especially concerning if you have traveled outside the country. Otherwise, it is most likely a small abscess or hemorrhoid. If this becomes worse or does not resolve, i would seek medical attention.
