Anovulation: Most likely a cycle where the ovary fails to let loose an egg.  These self-normalize.  To be safe, take a home pregnancy test.  If it persists, see your doctor.

Could still be preg: Urine home pregnancy tests make take longer to turn positive.  Consider getter a serum pregnancy test or at least repeat the urine test in about a week.

It's common: Not unusual at all to have pre-cycle discharge. Brown just means older blood. As far as breast tenderness, this is common as well. Vitamin e and reducing caffeine will help this.

An "active" pill (not placebo) should be taken within the same hour as the previous day's active pill to avoid breakthrough bleeding ("brown discharge").  Delay in starting a new pack of even a few days after the placebo may allow ovulation. If pregnancy is possible, obtain a serum HCG test to be certain about pregnancy.

Depends: When did you start the sugar pills? Usually it takes 3-4 days for the withdrawal bleed to start. Did you take a pregnancy test?
