You can use over the counter Hydrocortisone cream, but it still will take a few days to go away

Hypopigmentation: When irritation and inflammation has subsided, pigment may have been lost from the skin if the pigment-containing cells (melanocytes) are damaged or destroyed.  This is called postinflammatory hypopigmentation.

LittleRedRidingSpots: Be careful. That redness could become permanent. Use too much of that stuff or use it for too long and the irritant effect will turn your brown spots into little Jupiter's Eyes. Always best to apply topical creams that are used for dots or spots or little sun damage spots a little at a time. Try a test patch in the crook of your elbow first. And if it says apply daily, start with twice a week.

Leave it alone: Hydroquinone won't touch the red spots. They stay around fr a few months and are not treatable.  manage your acne with the guidance of a physician who is good with this particular disease.

Minimize regimen: The use of multiple medicated skin care products together increases the risk of skin redness and irritation.  For this reason, hypoallergenic cleansers and moisturizers should always be used.  Decreasing the frequency of application, reducing the doses of products, or minimizing the regimen are options for management.  In some people, this problem occurs at the beginning of treatment only.

Need more info: What you describe sounds like she is coughing  so hard that she has what is called "peticheae" (tiny bleeds into skin) on her forehead. It needs to be evaluated by your doctor right away. Pertussis infection comes to mind, which would be concerning at her age. Seek medical attention and/or go to er. If she is breathing heavy, is not feeding well or "looks sick" you should go to er tonight.
