Lord of the Ring...: Well if it's not due to either a recent tattoo or in need of a good scrub, then I'm afraid you will have to have it evaluated. A history of the condition as well as looking into pigmentation, environmental or systemic possibilities need to be explored.

May be clotting off: Sometimes because it has clotted off can look darker as part of the initial healing - if this is the case will then form a scar and go lighter with time.  Hard to be sure without seeing it so might be worth getting a nurse or doctor to look at it if concerns

Probable infection: See a doctor asap. People with diabetes have compromised immune systems and poor wound healing mechanisms. Simple wounds can progress to serious infections if not treated quickly. He may need oral antibiotics, special wound care, blood/radiology studies. Get good glucose (fasting 100), clean wound with tap water using bulb syringe, apply antibiotic cream with q-tip, leave uncovered, and elevate.

i'm young and seeing deep dark spider vains in my legs often painful,  is there any way to stop this or make them disappear? or is it hereditary?

Sclerotherapy: Sclerotherapy (injection of veins with salt and water) will make your veins disappear and help for the pain. Laser therapy might help as well but is more expensive. Support hose/stocking will help for the pain as well. 
Usually spider veins/varicose veins are hereditary.  For prevention, i would recommend:
-keeping your weight down.
-avoid weight lifting with legs, sun burns/prolonged hot baths.

Prolonged thermal radiation exposure to the skin can lead to network like changes and discoloration on the skin. Abnormally pigmented skin may persist for years. Treatment with topical tretinoin or laser may improve the appearance. See your dermatologist.

i have three weird gray patches on the side of my leg. they're not just a discoloration but they also have patterns on them. they look a bit like dark gray stretch marks and have dark dots on them too. it feels dry to touch and is only on one leg..?
