HPV vaccine: HPV is very common and is sexually transmitted, so the vaccine is certainly helpful. if your sister has not been sexually active it is certainly advisable, and will not be harmful.  The vaccine is generally recommended to be most beneficial statistically if given before sexual activity begins. HPV is a cause of cervical cancer in some individuals.

: I have seen no data saying this is either necessary to maintain protection or that it would be harmful. Either way, surveillance using pap smears to monitor for early cervical abnormalities is still important.

HPV: The two vaccines available only are effective at protecting from the subtypes most commonly associated with cervical cancer.  They are fda approved for use between age 13 and 26.  At age 31 you're likely to have already been exposed to many subtypes of hpv, but you can talk to your doctor about getting the vaccine if you wish, though that would be outside fda recommendations ("off label").

Not needed: Hpv vaccine is to prevent hpv. Ask you doctor what hpv number is positive because vaccine only protect against 4 different hpv types. If you are not positive to those then you may benefit from it.
