Diabetic skin issues: Yes-- there are some skin conditions specific to diabetics and other common ones that are more frequent in diabetics. Good control of diabetes and normal skin care are the basics of prevention.

Yes: Any chemicals irritate the skin rashes. Best option is to avoid swimming for time being. The more you irritate the skin rash, the longer it takes to cure!

Hot tub: There is a condition called hot tub folliculitis that is usually due to a pseudomonas infection. You should check with your dermatologist.

Yes: Chlorine is very caustic and destroy skin. You can either use castor oil to area or muscle rub cream. Soak with epsom salt and baking soda in tub 3tbsp epsom salt and 1tbsp baking soda to help skin.

More info needed: Bleach is not used medicinally. It is a whitener, cleaner and disinfectant...Dilute solutions may be used sparingly by dentists, deep smelly infected wounds have been cleaned with dilute bleach in the form of dakin's solution. Not sure what you mean by complementary doctors. Bleach is quite toxic if ingested.. Not sure there is any other role than what i listed.
