? dyshidrotic eczema: As with any rash, these are difficult to speak in detail on line as "a picture is worth a thousand words"  and an exam by a doctor probably more than that (or maybe I am too talkative in the office).  A rough dry rash on the hands can be something called dyshidrotic eczema, when the immune system attacks the skin and drys and  irritates it.  It often needs strong prescription creams to treat.

Dermatitis : Bright red inflammatory itching tops of the feet and hands are consistent with some sort of atopic or allergic reaction to some object or organism.  Acute atopic dermatitis is consistent with such symptoms.  Try otc Hydrocortisone as a first aid treatment, but it does not subside within 72 hours, seek a dermatologist for a more throrogh examination.

Increase blood flow: Increase in temperature (hot shower) cause increase blood flow to the extremities and skin and you could have red rash type appearance and associated swelling and numbness.

"Generalized" means on multiple parts of the body. Sometimes, spots have unknown causes. A pediatrician or family medicine doctor can evaluate to find a diagnosis and treatment. Bluish or purplish spot are blood spots and would need blood testing right away.
