Possibly: Assume your abbreviations are for Peyronie's disease treatment. Stretching is a good technique but often without substantial gains. Xiaflex (collagenase clostridium histolyticum) injection into the plaque with post injection stretching is very effective. Please find a urologist locally that perform that for you as indicated

Hard 2 say need info: Pain that lasts or recurs should usually be explored. It is hard to say without knowing more. Injuries/trauma can cause pain, but so can infections and some systemic problems. I always wonder about infection when the genitals are involved. Usually other symptoms likely burning, discharge or rash will be present but not always. Since it is coming back, go talk with someone!

Sensible way!: Foreskin can stretch provided the opening isn't scarred. Prescription strength steroid cream, such as 0.1% Betamethasone can be applied to tight portion of foreskin whilst pulling back on skin. Always return skin back over glans to avoid paraphhimosis, where tight foreskin is stuck behind glans. May well need consultation with a urologist because circumcision or prepucioplasty might be required.

If not too tight...: Where there's a will, there's a way, as the old saying goes. First, one needs to find a primary care doctor or urologist who has an interest in this issue. If one is able to tolerate brief mild pain, then some force can be used (afterward however, one must off and on stretch the skin all the way back and forth to prevent it from healing in a tight position). Steroid cream (triamcinolone) may help.

Phimosis: I assume that you are not circumcised. The condition of a forskin not retracting is called phimosis.
Newborns frequently cannot retract their foreskin. By age 5 most boys can.  If it hasnt occurred yet then you should see a urologist. If this is severe you may need a circumcision. In any case if this is bothering you, you need to get checkd out.

Phimosis: It sounds like you may be suffering from phimosis, which is a condition found in uncircumcised men and boys in which the glans, or head, of the penis becomes trapped behind the foreskin.  There is usually a tight ring in the foreskin that makes it difficult to retract the foreskin over the glans.  This can be problematic, and i suggest you see an urologist for an examination and treatment.
