Normal: What you described is the normal state for scrotal skin.  Unless you have observed a major change in the skin, let it be.

Steroid use: Anabolic steroid use can cause testicular atrophy.  If this is not an option, i would recommend seeing your primary care physician for evaluation and possible referral to an endocrinologist.

i used otc clotrimazole cream on my penis and scrotum for 3 weeks. (i had itchy skin) now i have super dry, wrinkly skin. mild skin peeling. should i visit a doctor? or let the skin heal naturally?

: If you keep it clean with a mild soap it should self heal in 2-3 weeks. Application of a mild .5% Hydrocortizone cream 1x/d may speed the process,

The most common small bleeding spot occurs in hemangioma, which usually occurs in the aged. At present, it is hard to answer without more info on its history and a direct look. But, either is benign &amp; needs no active care unless being big or infected, but minor procedure

No: Scrotal edema should be diagnosed based on the cause.  It can be remedied, but not by drainage.  The body needs to reabsorb this fluid.  Is there swelling elsewhere in the body?  Are you walking?  Do you have an heart conditions?
