Haven't heard of...: Haven't heard of anyway to naturally change one's lip color. Unless one has a medical condition that causes a very unusual lip color, any color that nature created for her lips should be uniquely just fine.

if you smoke stop smoking as it can make your lips turn more brown or even black
but you can always use pink lip stick to make your lips look pink.

Temporary: Since your tan will fade away i suggest just wearing lipstick and a sheer pink cover with bare minerals powder until it does.

The vagina is never pigmented and as you move out from the vagina to the vulva pigmentation will increase. Chronic irritation can cause increased pigmentation and there is also a condition called vitiligo where there can be random areas of no pigmentation.
