No: There are no vitamins which can cure cancer, no matter how they are taken. Rubbing them on the skin won't affect deeper tissues and this is no cure for skin cancer.  If you have a cancer, see an oncologist and get appropriate treatment.

: Black fungus is an opportunistic organism that is usually seen in immune suppressed patients.  This has recently become a problem in India, associated with Covid-19 infections.  There is some early indications that zinc supplements, especially in large doses, can make it easier to get or spread black fungus.  There is no indication that vitamins C and D have anything to do with black fungus.

Scalp problems: Vitamins in this setting have only limited use. Best to see a doctor for proper evaluation. In this modern age, vitamin deficiencies are rare as long as you eat a balanced diet (and are not vegetarian).  I advocate getting vitamins, minerals and micronutrients from food rather than wasting money on supplements. It's a big marketing scam. Try selenium sulphide shampoo while you wait for an apt.

Toenails: I don't know of a link between nail bed issues and hair loss.
However I think it is important for you to have your doctor refer you to podiatrist (foot doctor) while your doctor is looking into you hair loss.

Unclear... No Magic: A few skin problems historically found associated with vitamin deficiencies (3rd world countries); in 1st world countries this is rare. Several: Several. Co q 10, vitamin d, c zinc and biotin are  vitamins, and antioxidants that accumulate in the skin and help reduce new damage over time. In addition they help repair previously damaged skin.

Only if you are: Deficient. Deficiency of Niacin causes a skin rash, pellagra. If you eating a mixed diet, your rough skin is not likely to be due to vitamin deficiency. You may take a multivitamin tablet for three months to see if it helps. It may be more useful to use a vaseline type skin moisturizer.

Yes: There are few vitamins that can help the skin heal. They are not well studied but its worth trying to help if you have skin problems: vitamin d, b, e , fish oil (not great if you have oily skin but good for dry skin) and zinc.
