Fertilization: Tubal ligation blocks the fallopian tubes preventing sperm from reaching the ovulated egg. Vasectomy blocks the vas deferens preventing transfer of sperm to the female partner during intercourse. In both cases the egg does not fertilize and an embryo does not form.

Possible but...: With today's technology, yes, it is possible, but the whole gamut of care will be very painstaking, time-consuming, and money-consuming as well with high uncertain outcome. 

For the situation you mentioned surgical reversal of female tubal ligation and male vasectomy would be more straight and practical, but the whole matter is still painstaking, time-consuming, and money-consuming as well...

Maybe if older.: If still young, such as under age 35 years, people can consider non-permanent contraception. For women, an IUD works well. Some IUDs don't even have hormones. The IUDs that do have hormones only have tiny amounts of them. For men, condoms work well. A condom has the added benefit of not leaving a glob of semen inside his partner's vagina... and thus may help decrease vaginal discharge or odor.

Very common: Almost everyone gains weight after quitting smoking, usually in the range of 5-10 pounds, but sometimes more, and occasionally much more.  If you are truly limiting your calories and are exercising, i don't know why it is continuing, and you should see your doctor to rule out any metabolic problem, like thyroid disease or many others. Congrats on quitting smoking!  don't backslide over weight!

BTA: Do you mean "who?" Many teaching hospitals/medical school hospitals have low costs or payment plans for such a thing. You can also find many private surgeons offering low-cost reversals, both in the United States and internationally, by searching online. Sometimes you do "get what you pay for" so I'd research and consider your options carefully.
