a rask on my butt cheek has been there since a few weeks. it is light red, dry, doesn't itch, is not raised/bumped, it does not spread. basically, its just there. what can it be and is there any over the counter cream that i can use to get rid of it?

: Rather than self treat this eruption I would have a dermatologist examine you for accurate diagnosis &amp; appropriate treatment. This could be a patch of eczema or a fungal infection for example.

i get an area of itchy not painfull rash only on butt cheek that appears every other month. rash come out exactly on the same place. is it herpes?

Itchy rash: Yes, it in fact could be a form of herpes virus.  The best way to find out for sure it to go to your pcp or a dermatologist the next time it appears, so we can help you obtain a diagnosis. Then, you may be able to get some help to prevent recurrences or otherwise treat your condition.

May not be ringworm: If over the counter ringworm remedies have not worked, it may not be ringworm. It is not feasible to provide a meaningful opinion without examining you and you should see a doctor.
For good health - Have a diet rich in fresh vegetables, fruits, whole grains, milk and milk products, nuts, beans, legumes, lentils and small amounts of lean meats. Avoid saturated fats. Exercise at least 150 minutes/week and increase the intensity of exercise gradually. Do not use tobacco, alcohol, weed or street drugs in any form. 
Practice safe sex.

Ring: If the ring is well demarcated and itching, it may be a fungal skin infection ( tinea corporis), anti fungal cream may help.

Contact, fungal, etc: You could be allergic to something, such as detergent or fabric softener or the elastic in your underwear. It could be a yeast or fungus infection. If it is on one side only, and painful, it could be shingles. It's impossible to narrow it any further than that without a direct examination, so see a dermatologist.

Hyperpigmentation: Could be from past skin infections most commonly fungal infections . Healing from infections lead to hyper pigmentation. I am sure there are cosmetic options but it is probably best left alone. Some people have increased pigmentation near skin folds
