You can't: Your penis tends to grow through puberty and for a short few years thereafter, it then remains relatively constant in its size and girth from that point forward.

It isn't: Penises don't grow after end of puberty. Increase in girth could be from a cyst or a growth.

Be nice to elephants: A popular song says there's no such thing as "having too much fun," "too much money," or "a girl too pretty."  In reality, if a guy's foreskin pulls back and forth easily, and he pees nice and straight, and he never gets irritation or infections of his glans, then there's also no such thing as a "foreskin too long."  Each person is unique. If worried, one can show his foreskin to his doctor.

There is a clever saying: it is not the size of the organ, but the skill of the organist that determines the quality

2 inches when: not erect is not abnormal. Many penises are small when not erect. Nothing to worry about.

Not to worry: Tell him not to worry. Flaccid lengths are not usually used for measurements.  His girth is fine. His penis will continue to grow during puberty.

Unrelated: Your penis grows to whatever size/length it will attain based on a complex interaction between genetics &amp; hormonal stimulation. Your sexual activity whether alone or with a partner has no effect on the final outcome. At 16 you may have more time to grow.

: Self measurements of the penis are often wrong. For accuracy it is best to see a Urologist. Besides, unlike popular belief the length of the penis is not of great importance it is the erection, Genitals seldom grow after 18yrs. I think you will be fine

Most men stop by 18: If you are 19 you are probably done with puberty and done growing.  Testosterone shots (usually 4-6) are often given to boys with late puberty (after age 14) to trigger its onset but i don't think that one shot of testosterone would have stopped your growth.
