Loose vagina: The only real answer is to surgically correct things. I am not so sure that is truly what you need, but no exercises or other over the counter type options will work. Some may recommend laser or thermal procedures as well. At the age of 17 though, there should really be no problems. If you think there is, or are being told there is a problem, you need to see the Gyn.

Stopping your urine midstream uses these muscles. Tighten and relax them throughout the day. Some say it helps/ others not. Additionally, "sweeze" your partner's penis when inside the vagina during sex. That's a good way to test kegels.

Not necassarily: The vagina is highly expandable, remember it can stretch as a baby comes through. The elasticity will determine the tightness. If you lose the elasticity it may be loose and can be corrected.

Vaginal tone: Disuse and early menopause can make this estrogen sensitive area "tighter", but if one has had vaginal deliveries, there is some laxity in the tissue, and it will not "contract" without surgery.  Consult your gyn provider for advice on exercises to strengthen the surrounding musculature, if this is a concern.

Time: The vaginal walls will loosen with age, continued intercourse, and or childbirth.  In the meantime, your could use vaginal dilators to dilate the vagina or avoid those positions that are uncomfortable (i suggest the latter).  In about 20-25 years, you are probably going to be asking exactly the opposite question!

Normal: It probably isn't really the "tightness" changing. It is more likely a fluctuation in hormones and the dryness of the vagina. A dry vagina could feel "tighter." days when you have more vaginal secretion, it may feel different. It is normal for discharge during the course of the month. It is part of your hormone changes each month.
