Yes.: Chest=pectoral muscles over chest wall. Breast=fat+glandular tissue over pecs.  Extra fat/wt gain may increase breast size a little, but not a lot. Training chest muscles will not make breast bigger per se.

Breast augmentation is surgical enlargement.  A padded bra will ^ appearance of volume.  A supportive, well fitting bra can also enhance appearance.
