It depends on how: Much trouble these concerns are causing you. Sex drive can vary significantly for people, and a low level of it might be just where you're at right now in life. However, if these things are causing you relationship problems or overwhelming feelings, it might be worth talking with a local mental health professional in bend to get a better sense of what might be going on, and what to do about it.

if a female has herpes and is not having an out break and she has protected sex can he still get it? also can it be spread by fluids down there from touching a female then the male area?

Herpes New info!: Heres is contagious where one gets infected. If one is infected ion the  labia or other parts of the perineum than a condom on the male partner will not protect him from her viral shedding. There is not test to tell us where one is contagious unless we know where your sores are at with a break out. 

All sexually active couples should now know their herpes status.  Medication may lower the risk.

The "Whys" in Life: There is no answer to this question.  The 'why's of life are often philosophical and can lead to great discourse or even debate.  You do realize that not all females are the same? If this is a problem you are having then i would seek some counseling to either live with it and love who you are or change it if you feel you need to.

Unlikely!: Certain strep infections can infect the fallopian tubes, but unlikely. That said, i would wait till the infection has been treated!

Low risk: You are concerned about HIV, but there are other STDs and some are not avoided by condom. It would be good idea to see your doctor and have an evaluation. If HIV is the only concern, get tested in 12-16 weeks by a HIV nucleic acid test.

Not uncommon: This is a common occurance and is not considered pathologic.  Most feel this is part of the varying responses to intercourse.
