Sun protection: Probably due to more sun exposure to your face than your body. Wear sunscreen daily, reapply every 2 hours, wear large rimmed hat that covers entire face (not visor or baseball cap), sunglasses, and avoid direct sun exposure.

Acne gels may help: Skin that gets greasy is due to the oil glands putting out more oil. Sometimes acne medicines like the over-the-counter benzoyl peroxide gel, or the prescription gels like differin, (adapalene) can help, but one can't be sure unless he tries it. Washing with regular soap, 3-4 times a day, without excessive scrubbing (so not to irritate the skin) can help also. A dermatologist may have additional ideas.

Sunscreen moisturize: The most important thing you can do to keep your skin healthy is to wear sunscreen during the day and moisturizer at night.  It does not matter if you are a young male; good skin care is important at any age. Dullness will be improved with moisturizer.  Dark spots will be reduced with sunscreen. Find an inexpensive product which is made for the face, and use them every day.

Treatable causes: Many causes of dry skin.  Are you getting too much sun exposure on your face?  Are you on any medications known to dry the skin: ?retinoids or topical benzoyl peroxide?  Are your using harsh cleansers?

Under active thyroid function could cause dryness or other changes in the skin texture.

See a doctor to get thyroid checked if none of the other issues apply to you.
