Assuming this is new for your, the most common cause is infection (often very minor in nature) resulting in activation of innate immune pathways in skin that trigger mast cells. Take a shower: The brownish orange paint is most likely betadine, an iodine containing antiseptic.  Some patients will have some sensitivity, which may be the situation in your case.  You can go into the shower and wash it off.  Your bandaid incisions can get wet.  It is less likely an allergic reaction to a medication that you got in the operating room.  If it gets worse, contact your surgeon's office.

Antihistamine: try an antihistamine like claritin (loratadine) or zyrtec.  These are both available at the pharmacy.  You don't need the name brand either.  Try one of these daily and if it still worsens or not betterinone week, go back to see your dermatologist.

Simple Rx's: This is probably cholinergic urticaria. No need to treat it unless it really bugs you. Antihistamines, danazol, Propranolol and topical benzoyl scopolamine have all been tried with variable success.

This sounds more like flat warts.  In any case exam and evaluation by your primary physician or a Dermatologist is needed.
