Maybe: Your symptoms may be from subtle hypothyroidism. Although your T4 is in the normal range, it may be lower than it was. Some people are sensitive to minor variations in t4. On the other hand, the symptoms of hypothyroid can be due to other things. Once you get treated with levothyroxine, you will know.

TSH 28: You can be surprisingly asymtomatic with hypothyroidism but  on  a cellular level the body is not at optimal performance and over a long time it will take its toll . Please f/u w/ you endocrinologist and take your thyroid medicine.

Kelp in capsule form can affect the thyroid, best to avoid. Would stop all kelp resume a nromal diet and repeat studies in 6 weeks.  Hypothyroidism is common in young females and the TSH may swing between normal /abnormal for months till it totally becomes abnormal. f/u w/ednocrinologist

High TSH: is an indication of hypothyroidism.  It can cause many symptoms, but achy throat is not one of them.  You should consult with your doctor, so he can investigate other possible causes.  Good news is that hypothyroidism is readily correctable with increased thyroid medication.

A high TSH with a high T4 is very uncommon.
It is possible, but unlikely that your pituitary gland is producing too much TSH.
You need to see your thyroid surgeon or your regular doctor as soon as possible.
