when is a cold sore no longer contagious? i know herpes is always there but when is a lesion "safe"? is it after the scab has fallen off?

Never for sure: There is no way to tell for sure. Some people shed the virus all the time, even when they do not have a cold sore, while cold sores are most contagious when they are oozing fluid, the virus can be transmitted to others even during times when you have no blisters.

i have a lesion on inside of my lip in area where i sometimes have allergic reactions. could it be herpes? no pain, itching, oozing, or scab.

FROM YOU DESCRIPTION IT COULD BE ANYTHING FROM BITING YOUR LIP TO CANKER SORES, COLD SORES, FOODS, OTHER CAUSES.
IT DOES NOT SOUND SERIOUS.
WHEN YOU NEXT GET ONE, HAVE YOUR PCP TAKE A LOOK AT IT.

Variety: Symptoms may include fever, enlarged neck nodes and pain with eating or drinking. You may also experience other symptoms such as pain, itching, and tingling possibly in the area where the cold sore may appear.

Herpes? Shingles?: If "lesions" means blisters or sores and rash is recent (a few days) and not long lasting, I would be more suspicious of herpes zoster (shingles). Genital herpes also is possible. Or a simple allergic reaction, or any of several other kinds if dermatitis. Earlier makes diagnosis easier and is very important for successful treatment of either herpes or shingles, so see a doctor ASAP.

Depends where: In areas that are consistently moist such as the oral lips or vaginal labia, the herpes sore will not form a scab. If the area is irritated by urine or acidic substances, try using petroleum jelly (vaseline) to form a protective coating. Antivirals applied within 24 hours of the eruption can reduce the duration significantly.

Yes: Gradual resolution, but possible recurrence of shingles or cold sores!
The virus is active and surfaces periodically.

Not as only symptom: Scabs alone, without prior blisters, sores, etc, almost certainly are not due to herpes of any type. Of the 3 main herpes infections, herpes zoster (shingles) would be the most likely and would start with painful lesions then scabs, on only one side of the scalp. Herpes simplex virus types 1 or 2, the causes of oral and most genital herpes respectively, would almost never involve the scalp.

Sores scabs: May be folliculitis ( skin infection) , fungus, bites( unusual spot) or eczema- unusual spot for eczema- could sill be herpes because if you had it once it says in your system forever and intermittently recurs (cold sores on mouth are herpes as well) may need antiboitics/antifungals,  either oral or topical, wash twice a day and keep dry could try desitin (zinc oxide diaper cream). f/u with doc/ urgent care  w/in 48 hours
