In general, yes.: HIV infection without AIDS does not cause anemia, but most people with AIDS are anemic.  Also, drugs used to treat HIV can cause anemia.  Epoetin is a drug which can improve the anemia caused by HIV treatment.

Do you have a family doctor? What did he/she advice regarding your low Hb? It may be due to iron deficiency which is quite common. But this will require checking your blood Iron level and treat it if it low.. Let us know more.

The : The most common cause of anemia in women of child bearing age who are menstruating is iron deficiency due to blood loss during periods. A normal blood count for you would be something > 12. It is important to look at other blood parameters like mcv, MCH and RDW to determine the cause of your anemia.

No: Hemoglobin of 12.3 is normal for a women. Women have about 2.0 gm less hemoglobin than men, but manage to have the same oxygen carrying capacity by having higher levels of 2-3 DPG.
For good health - Have a diet rich in fresh vegetables, fruits, whole grains, milk and milk products, nuts, beans, legumes, lentils and small amounts of lean meats. Avoid saturated fats. Drink enough water daily, so that your urine is mostly colorless. Exercise at least 150 minutes/week and increase the intensity of exercise gradually. Do not use tobacco, alcohol, weed or street drugs in any form. 
Practice safe sex, if you have sex.

Anemic: This means that you are mildly anemic. The most common cause of anemia in young women is iron deficiency due to menstrual blood loss and/or recent pregnancy/delivery of a child. If iron deficiency is found to be the cause of anemia, iron supplementation should correct the problem.

Depends: If the hemoglobin decreases gradually, the body makes adjustments and a person may be able to conduct routine activities with a hemoglobin of as low as 5.0gm%.  However, any one with low hemoglobin needs to be investigated to find the cause.  Undetected cancer is a cause of anemia in adults, especially males. 
By the time you get light headed on a walk the hb is too low!
