Can be normal?: You haven't really given much information here.  Minor hematomas can be normal and managed with heat, compression and observation.  Larger ones may need draining.  I strongly recommend you se your surgeon sooner rather than later to avoid unwanted complications!

See a doctor: If you have had a knee trauma and it is still swollen and sore you should have plain films and an MRI to rule out a serious injury such as a fracture or internal derangement of the knee like a ligament or meniscus tear. If you have had it drained and it is still not right, you need to go back for re-evaluation.

Yes: It is good that the x-ray shows no fracture.  The bump is a remnant of the bruise from the injury.  It can take awhile to go away.  Be patient.

No: Hematoma is a collection of blood beneath the skin developing due to trauma and bleeding into the soft tissues in area of injury. Abrasion is superficial injury to the skin. Hematoma will present as a swelling and last much longer than the abrasion.

The fact that your symptoms are recurrent and associated with bleeding and hematoma formation indicates that there is an underlying problem with that vein.  You should see a vein specialist for a venous evaluation and possibly even localized treatment such as sclerotherapy or localized excision.
