i'm 16 years old. i just took my heart rate and it was 113 at rest. is that bad?

Elevated HR: Not necessarily bad, but not normal.   If you are not having symptoms of shortness of breath, swelling, pain, then it is not worrisome.  Likely it is due to caffeinated beverages or energy drinks.  It also could be due to anxiety.  If you are having any symptoms or it is like this with none of the things I mentioned then get evaluated.

ran with leg weights for 30 seconds, heart rate was 166, rested for 2 mins and it went to 113, is that healthy? it takes ages to go to normal 69bpm

Routine testing: The reduction to 113/minimal might be normal.  However, ones doctor can provide routine testing, including a TSH level (thyroid function test) to make sure to exclude hyperthyroidism which could cause a higher heart rate.  In general, the more one exercises regularly the lower the heart rate and the more rapid the post-exercise heart rate returns to normal.

Unusual: It's unusual for the heart rate to vary that much without an increase in physical activity,emotional upset, or ingesting stimulants. I suggest that you wear a holter monitor for 24 hours to document your heart rate and rhythm if you desire to find out what is taking place.

resting(sittng) bp - 117/75 heart rate is 75. while standing bp is 95/72 and heart rate is 98-105. why is it so?

Orthostatic: This much change in BP between sitting and standing is known as orthostatic hypotension.  Orthostatic hypotension can be caused by some disease states or by certain medications.  The most common cause is dehydration.  You should drink plenty of fluids (without caffeine or alcohol).   If you remain orthostatic you should see medical attention.  In the meantime, be very careful when standing up.
