Tests are accurate: All women who are pregnant will have HCG detectable in their blood and urine. If tested too early (approximately less than 2 weeks after conception), a pregnancy test may sometimes show a false negative result. If worried about pregnancy, one can retest a few days to a week or two later, when a rising HCG level will become detectable on tests.

See below: If you were pregnant, the placenta would make HCG and your level would be higher than 25 even at the earliest stage of pregnancy. No HCG means no placenta and no pregnancy.
For good health - Have a diet rich in fresh vegetables, fruits, whole grains, milk and milk products, nuts, beans, legumes, lentils and small amounts of lean meats. Avoid saturated fats. Drink enough water daily, so that your urine is mostly colorless. Exercise at least 150 minutes/week and increase the intensity of exercise gradually. Do not use tobacco, alcohol, weed or street drugs in any form. 
Practice safe sex. 
Get HPV vaccine.

had 2 periods after sex. having some side pains, hcg less than 1. can it be chronic ectopic? last sex 9 weeks ago.

Other causes likely!: An ectopic pregnancy is far less likely than other causes of abdominal pain, including infection, especially if you have had unprotected sex.  Please get seen and evaluated to find out exactly what's going on, and get it fixed!

If beta HCG blood is: Less than 5 then u are not preg but see your gyn for an exam and ultrasound to see what exactly is going on.

Check a test: Anytime you think you might be pregnant the easiest thing to do is to check a pregnancy test. your BHCG test showed that you are not pregnant.

Not pregnant: If your bhcg was less than 5 then you are not pregnant. You did not need to wait 9 weeks. A urine pregnancy test could have been done about 2 weeks after sexual intercourse and if negative then that meant you were not pregnant.

i had sex 7 weeks ago. i had my period since then twice, first in time, second 4 days late. i had multiple negative urine tests. i had a blood test last week that said hcg less than 1. also, a negative ultrasound. am i still at risk of an ectopic pr?

No so far.: You had many tests done and it was negative. You can have further test done to make sure such as hysterosalpyngogram.

Probably not: Its hard to say, since I'm not sure what the units are on the HCG level.  In the United States, an HCG level of 1.2 (Anything less than 6)  would mean you are not pregnant.   An ectopic pregnancy with an HCG level this low is not common.   Best wishes!
