Please...: The question seems failing to make its points clear enough for me to answer. But, "mote (more?), visible when hard..." suggests this lump is right beneath skin but obscured by lax skin of flaccid penis, but visible with stretched skin of erect penis. So, it's most likely a hyperactive sebaceous gland or tiny cyst. Such is common and needs no Rx as long as being free of symptoms.

Yes: It could be condyloma acuminata (genital warts) caused by hpv virus. Of course, there are other possibilities. You should have this looked at.

Sounds lika a cyst.: This likely is a sebaceous cyst, but it will not "go away" on its own. See a urologist, who can diagnose and easily remove this under local anesthesia. You may need a referral from your family md, but this should be covered by your insurance if you follow the rules.

Folliculitis: Likely this is some type of irritation to your pubic hair. Likely and infected hair or gland.  Keep the area clean, do not push on it.  Warm moist bath or shower.  I would anticipate this to resolve in a week. If no resolution get checked.
