Sounds odd: I would suggest using a new razor to shave every 3 or so shaves.  Additionally, i would not use a razor blade to remove entire follicles as some do it yourself surgery.

Infection of scalp: You likely have an infection of the scalp. Consider seeing your doctor or dermatologist for a thorough scalp and skin exam.  Prescription topical shampoo +/- oral medications (if severe) may be needed

A long time: The hair typically makes an arc and will not find its way to the surface.  If it does not cause inflammation there is no way for it to exit the skin.  Usually they must be extracted carefully.
