?????   : Bluetongue disease is a non-contagious, insect-borne, viral disease of ruminants, mainly sheep and less frequently cattle.   Not really humans.
Major signs are high fever, excessive salivation, swelling of the face and tongue and blueness of the tongue. Swelling of the lips and tongue gives the tongue its typical blue appearance.

Yes and no: Fissured tongue really isnt a disease.  It's just a characteristic that some people have.  For an example, i've included a photo of fissured tongue.  There are differing degrees as well, some more or less pronounced.  If there is a concern that you have some sort of pathology, see a dentist for a professional opinion.

?: Perhaps it has always been that color.  The top is velvety with sensory endings.  The underside is very thin clear skin and has a white color.  This in the absence of discomfort is probably normal.  Those nails in the picture look a little Goth though.
