Yes: Scabies are mites that feed off of skin cells.  They burrow in skin creases, primarily, and are often found in the webs of fingers and toes.  They also appreciate warm, moist areas of the body.

Intimate contact: Scabies transfer on skin to skin contact. So if your genitals contact someone's skin that has scabies, you could contract them on your genitals.  If you suspect you have scabies, see your doctor for a proper diagnosis and safe and effective treatemnt.

Get examined: by a dermatoilogist to make sure that the brown/red spots are not scabies "burrows", containing parasitic larvae.

Maybe: Lots of causes for "pruritus"-itching, including scabies, but also other metabolic disorders, parasitic, infectious, dietary,  liver, skin, kidney, blood, hormonal problems, etc. Sometimes, causes remains unknown. See md.

when do genital warts grow like what i see at google pictures? ps. they are horrific. what causes those warts to grow like that?

Genital warts...: ...usually remain small. People tend to post the most dramatic pictures. It isn't known why some become especially large or numerous, but most warts remain small and few in number. If you think you might have genital warts, see a doctor. And for sure get vaccinated, which will protect you against the virus types that cause most warts and cancer.

Normal: The inside of the vagina normally has white bumps. Don't squire or pick them. It is just normal skin!'.

Get tested: It is not feasible to provide a meaningful opinion without examining you. You should see your doctor and get tested. 
For good health - Have a diet rich in fresh vegetables, fruits, whole grains, milk and milk products, nuts, beans, legumes, lentils and small amounts of lean meats. Avoid saturated fats. Drink enough water daily, so that your urine is mostly colorless. Exercise at least 150 minutes/week and increase the intensity of exercise gradually. Do not use tobacco, alcohol, weed or street drugs in any form. 
Practice safe sex, if you have sex. 
Get HPV vaccine, if you are under 27 years of age.

are you able to diagnose genital warts by using a picture?

also what are the treatment and are they lengthy and does it effect fertility?

Ouch: The treatment most effective is cautery after local anesthesia.  Usually a one time procedure but there are always exception.  No relation to fertility.  Kid will not have your warts.
