Marks on face: light brown spots which persist and worsen can be a sign of an underlying disease.  Neurofibromatosis a genetic disease can present with brown patches and over time tumorous growths.  I would advise you to go to a dermatologist.

If your birth mark: has never been checked by a dermatologist and you are getting new or different moles, it is a good idea to have a skin check by a dermatologist. At your age, they will probably find that everything is OK, and recommend that you visit them periodically, but it's best to check.

No: It is almost unheard of to have a malignant birthmarks.  There are several kinds that need to be followed and possibly removed at a later date due to malignant potential in adulthood.

Usually not: The pigment cells are usually to deep in the skin to remove them by just shaving off the surface cells. Talk to your doc or a dermatologist about the different options for removal based on what type of birthmark it is.

Unlikely to happen: White birthmarks generally reflect an absence or decreased production of pigment in the patch of skin involved.This cannot be reversed. In theory you could transplant a full thickness graft of your skin to cover the area, but it would never look "normal" and would have some visible demarcation at the edges that would call attention to the patch.Most would use a cover makeup for prominent areas.

Depends: Some birthmarks, especially those relate to malformations of blood vessels often disappear with the growth of the child.  Others may persist and get larger with the growth of the child.
