Start with rinse: I would stick him in warm bathwater &amp; rinse the area as the first step.Cool water over the site will also help &amp; a gentile effort to retract the foreskin can reveal trapped debris which could trigger such a response. If you find that he does have colored drainage from the pee hole itself I would have him seen.

If this is what it was, it has the potential to recur was the cyst wall is still present. If it does not heal or returns, see a urologist to have it removed.
