STD? Balanitis?: Probably an STD, much more likely gonorrhea or chlamydia than Ureaplasma, which is a normal bacteria in the genital tract and rarely causes symptoms or disease of any kind. If uncircucised, this might be fungal or nonspecific balanitis, not an STD and might clear up with twice daily foreskin retraction and washing. With excitation, one will leak fluids  from the pre-excitation glands like the cowper's glands and from the prostate and seminal vesicles.  One can have mucous too. If you have a discharge that is other than clear, white and painless & no symptoms, get checked.

Any Fluid: A discharge is considered to be any fluid coming from the penis.  Urine is generally excluded (unless it is leaking out at at other times) and semen is considered a normal discharge.  It can be any color or consistency, depending on what it is made up of.  A clear discharge during excitement or immediately after sex can be normal.  Discharges at other times should be evaluated.
