Different things: Between each vertebrae (backbone) from the skull to the pelvis is a material known as a "disc" that serves as a sort of shock absorber. This material can sometimes bulge into the spinal canal (protrusion). An osteophyte is bone growth from the vertebra that can also push on the cord or nerve roots. Foramina are the exit points for nerve roots. These exit points are a bit narrowed in your neck.

Possibility: The neural (intervertebral) foramina are where the spinal nerve roots exit the spinal cord. Severe narrowing of these holes can certainly cause impingement. If your symptoms correspond to the vertebral level of narrowing, it may be due to impingement (pinched nerves.)

The symptoms of myelopathy include clumpsiness of hands, loss of dexterity, balance or gait change. You can get yearly MRIs for nowAs to surgery, you may be candidate for minimally invasive surgery without instrumentation.

Maybe: There is a rough (but only rough) correlation between findings on MRI, symptoms and treatment. A good spine surgeon will take both symptoms and MRE findings into account before proposing a treatment

Arthritis: sometimes one nerve is more sensitive than the nerve on the opposite side.  The patients pain complaints trumps the radiological findings.
