Talk to your doctor: At your age, possible causes for decreased hearing in one ear include a benign nerve tumor called vestibular schwannoma, and middle ear disease. The failed tympanometry would tend to point to the middle ear, possibly a chronic infection or a benign process called cholesteatoma. If MRI is not readily available, a ct of the middle ear (temporal bones) may at least help rule out some conditions.

Eustacian tube : Dysfunction . Try an over the counter  decongestant during the day and a spray of afrin at night and learn to irrigate your nose with saline spray and see if that does not help . A nasal steroid that is over the counter once a day might help also

Serous otitis media: Sounds like serous otitis media. A non infected collection of fluid behind the eardrum. This is why various antibiotics haven't worked.  May want to have an ENT doc look at it to confirm the diagnosis and consider treatment vs continued watching.

OME: You are correct that most cases do not respond to medications but the good news is that most will resolve by themselves in 2-3 months ( sometimes may even take longer). If you are too uncomfortable then consult your physician again after few more weeks.

Not usually: Fluid in the ear does not generally cause vertigo.  I've seen patients complain of imbalance with fluid in the ear.  The most common causes of vertigo are meniere's disease, migraine, benign paroxysmal positional vertigo (bppv), viral labyrinthitis, vestibular neuronitis.  Fluid is not seen in the middle ear with any of these, generally.  Fluid changes in the inner ear cannot be seen on exam.

Try this: get a clean sock, about 1/2 cup uncooked rice, tie it in a knot, heat in microwave about 30 seconds. The warmth usually helps. Get check soon, sooner if symptoms worsen.
