While a HR of 93 is "normal", it's unusual to see that AT REST in a healthy young man. There are many factors that could cause it including anxiety, fatigue, lack of sleep, inadequate nutrition, anemia, pain, fever etc

Fluctuating BP: Fluctuations in blood pressure can have many causes, and BP should be measured in a calm, resting state and not during or immediately following any stressful or exertional activity.  Other common causes include medications.  POTS is defined as the development of orthostatic symptoms associated with a heart rate (HR) increment ≥30, usually to ≥120 bpm without orthostatic hypotension.

Sure: Teens (and others) who have "dizziness" and feel faint upon standing up from sitting, or sitting up from lying down, do need an evaluation from their doctors. The goal is to find out the cause and talk about how to avoid the symptoms. Sometimes blood tests will be done, such as checking for anemia (kids or teens may get routine blood tests every 4-5 years anyway).

The population HR is usually 60-100 bpm at rest. See your doc.
