No risk, no worry: The only way a sex toy can increase risk of cancer is through contamination with human papillomavirus (HPV) if used by an infected person and soon used by you without cleaning it. The toy itself, whether made of silocone or anything iese, cannot cause cancer. There is no reason for you not to use it repeatedly if it's never used by anyone else.

I suppose it is possible for transmission, but the afflicted person would have to use it just before the uninfected, as the HIV virus does not live long outside the body.

Again, don't chance it.  Don't borrow someone else's, and if you get one yourself don't lend it out.  Save money and use your hand.  At least you know where it's been...

No: HIV is a fragile germ and dies easily outside its internal/blood environment. It could never survive for the length of time needed to travel through the outside/delivery time frame. If you take a steamer (cleaning tool) and use it on all exposed surfaces it can kill any other germs that might be present.
