Blue balls: I'm going to assume your technique doesn't involve a long of swinging and stretching of the spermatic cord. If you really get excited about enjoying your body, you'll accumulate a lot of fluid in your seminal vesicles and this can put pressure on the nerve that supplies sensation to your testes. It's not dangerous and is quite familiar. Vary your technique and find what's most comfortable.

No problem: The testicle is attached to a muscle called the cremasteric which can pull it up into the upper hemiscrotum or groin when cold, scared, etc. After orgasm, the cremasteric muscle may pull the testicle up. It will spontaneously come back down. It is nothing bad.
