Depends on bite : The average duration of viral incubation (the time until the virus causes symptoms) is 20-90 days. It is usually less than 50 days if the patient is bitten on the head  or neck or if there is a large amount of infectious material inoculated from multiple bites or large wounds. The virus will not cause symptoms during incubation. Virus is transferred to brain during incubation.

Soap/water/disinfect: Water is not enough to kill viruses or bacteria. You need to either use soap and warm water, for at least 20 seconds, or use a disinfectant/hand sanitizer.

No: You can not get Rabies by drinking soapy water and your hands in water.But if dog was definitely biten by rabied Jackal and the dog has not had his shot for rabies.Then the dog should be quarantined as it will get sick and can bite anybody.
How do you know that Jakal has Rabies.Call the Health Department and your veterinarian for advice asap.
