False negative tests from labs these days is rare.  
If you have herpes simplex i (2/3 are oral) then this is a very common problem -- cold sores.
If you have hsv ii (2/3 are genital), then you may have more prolonged/painful lesions that require valtrex/acyclovir treatment.  Herpes is forever. This blood test tells you your history.

About 0% to 9%: Quest diagnostics' website states that their herpes type-specific IgG antibody test is 91-100% sensitive, so there are a few false negative results. Lupus should not affect the result, but if a person is on strong immuno-suppressive therapy, his antibody production may be blocked, which may make test results unreliable.

Prob. True Positive: Herpes type 1 is the herpes virus commonly associated with the mouth (cold sores).  It can be positive without any other tests being positive.  Many people are + for hsv 1 by the time they enter school, picking up the virus from family members.  
Hsv symptoms may take 2-14 days after exposure to show up and longer for a positive test.  You may need to be retested to be sure.

Too early to test: Conception, as defined by the generation of a fertilized ovum, occurs within day or so of the sex. However, it takes about two weeks for the embryo to make enough HCG to produce a positive pregnancy test. Blood test may be done a day after a missed period. Home pregnancy tests should be done 4-5 days after the missed period. Use first morning urine and follow instructions for the test carefully.

What blood test?: False negatives, as well as false positives, can occur with any test, but most tests have a very low rate of both.  In some cases, a false negative can be caused by bad timing.  For example, if a pregnancy test or an HIV test is done too early, it may be negative even if the person is actually pregnant or infected with hiv.
