Since that is a : pathology diagnosis, you need to take your results to a dermatologist. Comparing the pathology with the clinical findings will get you a correct diagnosis

Allergic purpura: You are probably having a hypersensitivity reaction that targets blood capillary walls which become weak and thus  leak  blood

Biopsy report: You need to discuss this with the person who did the biopsy and ordered the report.  They are in the best position to interpret it.  We don't even know where the biopsy was from.

Varicose veins?: Any evidence of varicose veins?   If you are taking aspirin or vit E, consider stopping them.

See your doctor: These are skin lesions caused by excessive picking or scratching, and it shares some commonalities with ocd.  You might start with your family physician, who would want to make sure there's no infection or other illness present.  S/he might suggest an ssri to help with this.  Low dose Doxepin can help with any itching too. Referral to therapist and/or psychiatrist for more ongoing work on this.

can someone be hospitalized if they suffer from "neurotic excoriations"?

Unlikely: From a psychiatric standpoint patients are typically only hospitalized if they represent an acute risk to themselves or others and can not be managed in a less restrictive environment. It is unlikely that a patient with neurotic excoriations would meet such criteria. In fact, while many patients with this condition would benefit from seeing a psychiatrist, most refuse.

i recently had anal biopsies done yesterday. on his notes it said perianal skin excoriation and thickening with about a 2 cm radius from the anal verge. sounds alarming, but it is? i have a follow up visit scheduled?

: The wording indicates someone scratches their anus enough to cause the skin to thicken. Other than using doctor speak I fine it neither alarming or unusual.

can contact dermatitis turn into chronic eczmea?

Possibly: If you are exposed to an allergen that is causing a reaction in the skin (eg. Nickel in earrrings), removal of the offending allergen will prevent the rash from recurring. Topical hydrocortizone or other steroids are effective for treating the dermatitis. However, if you continue to expose your skin to a known allergy trigger, the rash will become "chronic" (i.e. Failure to stop wearing nickel).
