Not likely: Eczema is not common on a penis.  More likely it would be seborrheic dermatitis, yeast infection or tinea-fungal infection.  To cover the most likely possibilities you can buy Hydrocortisone cream 1% and Clotrimazole cream, mix a small amount of both on the fingers and apply to the rash three times a day for a week or so.  That would treat all three.

Unlikely diagnosis: I have never heard of eczema affecting the penis. If you've been scanning pictures & you know of someone with similar lesions there it would be good to see a dermatologist or urologist. There is a pre-cancerous lesion called  bowen's disease that may have a similar look & treatment is most effective early.

Eczema: Eczema is unusual on your penis. Consult your dermatologist for a correct diagnosis. You could use 1% Hydrocortisone cream that is over the counter to treat eczema, but that would make fungus worse.(even though it would seem to get better).  Also it is better not to treat it before seeing a dermatologist so that the diagnosis can be established without the confusion of prior therapy.

DERMATITIS: Most common is fungus dermatitis.You need rx for it. Any genital lesion shouldbe checked for std.

Check it out for BXO: White area on your foreskin could be balanitis xerotica obliterans, a degenerative condition of the foreskin and best treated by circumcision. Suggest you consult with a urologist.
