Very possible: Really need to show these to a doctor to be sure.  Try over the counter Eczema creams...they might help.  Avoid over-drying skin especially by washing

CCould be: It could be your deodorant but it could be seborrheic dermatitis or other disorders. See your dermatologist to find out.

Pityriasis alba: This is related to dry skin. Use a cream for dry skin soon after water immersion. Be patient. It is likely to improve in future.

Several choices: It is difficult to know for sure what is causing your rash without actually seeing it first--it could be eczema, contact dermatitis, irritant dermatitis, or something else. I would recommend having your primary care doc take a look at the rash.

Need pictures: ? Psoriasis, is there a family history? Any other medical issues? Have you tried moisturizers? Limiting soaps?

Doctor can examine: Rashes are hard to describe in words. Usually, a doctor has to look at a rash to decide on a cause. For common rashes such as eczema, mild reactions to plants or chemicals (such as soap), excess dryness, or little itchy bumps, the doctor may recommend over-the-counter cortisone cream two or three times a day for 1 week. For fungal infections like T. versicolor, selenium products may be needed.

Need to be seen: Without looking at the skin it would be impossible to diagnose the condition. You could try a lubricant/moisturizer on the skin for several days and if it doesnot help you need to have it examined.

my dad has a raised dry patch on his arm about the size of a dime. it's pinkish. he has one on his chest also and they've been there quite a while.

Needs to be checked: skin lesions need to be checked - especially if changing or growing,  but if unsure - i would advise to see Dermatologist for a thorough evaluation.
