Skin infection: This could be a kind of skin infection called a yeast infection. This usually starts on warm, moist areas of skin, like under skin folds. It can be treated with creams. I suggest letting a doctor take a look at it first though to verify what kind of rash it might be.

You left out: Red and itchy, but even without it it sounds fungal.  In boys this is commonly called "jock itch" but girls get it too. A trial with Clotrimazole might clear it up.  If not, off to the dermatologist.
