It may not.: Counting the first day of your period as day #1, most women ovulate around day #14. At ovulation, you might experience a small amount of cramping, a change in cervical mucous, and ovulation predictor kits would be able to measure a surge in a hormone called lh. Everyone will have a different experience.

Not likely: The average age for menopause is approx. 51. After menopause there shouldn't be the passage of an egg - ovulation. Thick whitish discharge is frequently a yeast infection. Consider getting tests and an eval. By your gyn to determine if you have reached menopause.

Plan B: Plan B works by delaying or inhibiting ovulation. It decreases the risk of pregnancy by about 70%. If you are having vaginal discharge then this should be evaluated independently and one should not assume it is caused by Plan B. Consider seeing your obgyn for evaluation and testing

Pregnancy test: If it has been 3 weeks since you had sex, do a home pregnancy test. If the result is negative repeat the test 4-5 days later unless you get a period by then. Use first morning urine and follow the instructions for the test carefully.
If you do not wish to be pregnant, use contraception all the time, every time. You may consider implanted contraceptive, or IUD. 
Practice safe sex if you have sex.

Ok: White vaginal discharge if not accompanied by itching or odor can be normal.

Hormones...: The hormonal changes around the time of ovulation change your cervical mucus.  This is designed to help you get pregnant.  The mucus actually forms channels that guide the sperm into the uterus.  The mucus tends to be very "stretchy".  Sometimes it looks like egg whites.  Best wishes!

Really: You had semen and vaginal sexual simulation fluids drain from your vagina and you wonder if that is proof of ovulation?  Vaginal and cervical discharge do not in any way provide any type of clue as to any part of the menstrual cycle.  Ovulation  is felt internally not seen on underwear.

Discharge : Vaginal and cervical discharge are not in any way a reliable or valid way to monitor any part of the menstrual cycle.

Yes: This sounds like "mid cycle" ovulation. You should expect your period in two weeks. Most women will have their first period 4-6 wks after a surgical procedure for a missed miscarriage

Maybe: If you are mid-cycle then this change in cervical mucous is likely related to changes in cervical mucous that occur around ovulation.
