Yes : Sometimes a course of oral steroids can be helpful and sometimes actually injecting steroid into the area can be helpful. Have you seen an ENT doctor yet? If not, it would be useful to make an appointment for an evaluation.

Not really, however: Well short of placing your tongue against a belt sander, taste buds don't actually get lost, but may atrophy or lose/diminish the ability to taste for a number of different reasons. Some medications can alter taste sensation. People who smoke generally can't taste as well as non-smokers. Without the sense of smell taste is a bit limited. This is why people with colds can't taste very well.

No: you have what you are made with! Development of the brain (special sensory nerves) can make them more acute or "aware of things" and deterioration of such will cause decreases.

Depends: If the surgery involved your sinuses it would be fairly common to have a temporary alteration in your sense of taste which is closely linked to your sense of smell. Some medications and illnesses can also impact this. If your surgery was not involving the nasal/sinus area and you haven't changed meds recently, a visit to an ENT doc would be a good idea to figure out what is happening.
