See below: Levonorgestrel(Plan B) is not 100% effective in preventing pregnancy. If taken within 72 hours it will reduce the chance of pregnancy by 50%. It is somewhat less effective after 72 hours. You can take a repeat dose at day 5 although not approved for same. The copper IUD is the most effective emergency contraceptive.

SAFE sex: Plan B can be used at any time during the menstrual Cycle. It is best to use immediately after sexual intercourse. Can be used up to 72 hours later. Plan B is to be used when another form of contraception fails (such as a condom breaking). If is NOT as effective as oral contraceptives and is not designed to replace them.

Yes: Plan b works at any point in the cycle.  Plan b prevents ovulation, so of course, if you've already ovulated, it won't affect course of cycle.  Best is to take it immediately after unprotected sex as it has the highest effectivness then.
