Rash: Hair removal cream probably caused a contact dermatitis which is an irritation to your skin. The best cure is steroid cream. You can get otc steroid cream(hydrocortisone) but some times it could not be strong enough. Worth the try, but if not working then a prescription will be needed.

Hot bathes with good exfoliation is good to help control bumpiness. This very common and is a dominant genetic condition, .  Affecting almost half of the adult population worldwide.

Patience and time: By your 3rd or 4 th treatment, as your skin naturally turns over, these hairs and the inflammation around them will resolve and improve.  If you start digging around to pull the hairs out, you will be successful but will leave terrible scarring.  Gentle exfoliation, repeat treatments, and time will provide you with the best results.
